Claims have been made that QAM is more susceptible to impulse noise than FM and should therefore not be used by power utilities.

This white paper examines the concept that FM (or any other constant envelope modulation systems) has similar susceptibility to impulse noise as AM systems due to the fundamental proposition that a noise impulse will generate a disturbance in both the signal phase as well as the signal amplitude.
